Job Summary

Newberry Group's Public Sectors Division has an immediate need for a Technical Program/Project Manager II with the expertise in managing large IT initiatives for USDA. A strong skillset of cross-organizational priorities, projects, and change efforts that span initiatives is desired by all candidates that apply. The candidate must also be well versed in various technologies and able to identify risks and understand the key areas of intersection between network, security, cloud and data center consolidations.  The candidate will have the expertise to provide customized dashboards, standard weekly reporting and standard operating procedures that support integrated scheduling.  Furthermore, they must be able to provide performance measures and data driven models measuring project status and score card approach to agency position and state of readiness to consolidate.  The candidate should be highly skilled with Microsoft Project and SharePoint and other industry leading project scheduling tools.

This role takes assignments directly from the Technical Services Division (TSD) Operations Analyst and reports directly to the Technical Program Manager for USDA. The position is integral to our success at USDA and providing our client with the most organized and professional team members to meet their expectations. 

This position's location is in Beltsville, MD 

It is ideal for the candidate to have an active PMP certification.

Responsibilities and Duties

  • Liaising with stakeholders such as project personnel, vendors and end users regarding project requirements.
  • Outlining, defining and initiating project(s) in line with the PMI methodology
  • Implementing document control policies and creating/implementing documentation templates.
  • Maintaining a good working knowledge of assigned component projects.
  • Monitoring project progress and initiating changes where necessary.
  • Ensuring compliance with objectives, organizational policies, procedures and standards.
  • Compiling project reports and notifying management regarding problems.
  • Ensuring project complies with best practices (PMI), SOPs, PMO policies and other policies.
  • Day-to-day activities of the position include:
    • Activity and resource planning within the project scope
    • Organizing and motivating a project team
    • Controlling time management – setting realistic deadlines and communicate consistently with their team
    • Ensuring customer satisfaction – minimize uncertainty, avoid any unwanted surprises and involve the client with the entire project
    • Analyzing and managing project risk – Team member will meticulously and almost intuitively, identify and evaluate potential risks before the project begins. Working to avoid risks and/or minimize their impact
    • Monitoring progress of the project for USDA TSD
    • Manage reports and necessary documentation for presentation to executive level leadership

Basic Qualifications and Skills Required

  • Bachelor's degree or equivalent combination of education and experience
    • Bachelor's degree in business administration, computer science or related field preferred
  • Six or more years of project management experience
  • Well versed in various technologies and able to identify risks and understand the key areas of intersection between network, security, cloud and data center consolidations
  • Capable of assisting and driving solution discussions to facilitate a clear direction forward that meets objectives of various disciplines
  • Organization change experience
  • Technical communication skills with conversion to business brief and executive brief material
  • Extensive experience in vendor coordination and support for service area technologies including collaboration and team analysis
  • Strong comprehension skills for understanding needs and developing and applying solutions
  • Ability to identify, initiate, manage and prioritize multiple tasks
  • Strong analytical and problem-solving skills
  • Strong leadership skills to train, guide and mentor the work
  • Strong negotiation skills
  • Knowledge and hands on experience with Microsoft Office products (Project, Excel, PowerPoint, Word, Outlook)
  • Strong ability to create and maintain formal and informal networks
  • Ability to deal with ambiguity and change

Preferred Qualifications and Skills

  • Strong integrated master scheduling skills with cross organizational dependencies
  • Technical communication skills with conversion to business brief and executive brief material
  • Extensive experience in vendor coordination and support for service area technologies including collaboration and team analysis
  • Strong interpersonal and presentation skills for interacting with team members and clients at the highest executive level
  • Strong communication skills
  • Strong ability to manage multiple programs, handle multiple tasks simultaneously, and switch between tasks quickly

Salary: $110,000 to $120,000
